Just contacted Oracle Cloud support today because of all the confusion around the recent Always Free Ampere A1 changes.
My tenancy is PAYG, and I specifically asked multiple times whether the reduction from 4 OCPUs / 24 GB RAM to 2 OCPUs / 12 GB RAM applies to PAYG customers.
The support representative (Darshan) confirmed the following:
The reduction applies to Always Free tenancies only.
PAYG tenancies are not affected by this change.
Existing PAYG users with Ampere A1 instances configured at 4 OCPUs / 24 GB RAM remain eligible under the current policy.
PAYG customers will not be charged solely because of this Always Free change.
As of today, a PAYG tenancy can still use an Ampere A1 instance with 4 OCPUs and 24 GB RAM within the applicable Always Free allocation.
I specifically asked whether my existing 4 OCPU / 24 GB Ampere A1 VM would become billable because of the new limits, and the answer was no.
Of course, support also used wording such as "based on the current policy" and "as of today", so this is not a guarantee about future policy changes. However, it directly contradicts the claim that PAYG customers must immediately reduce their instances to 2 OCPUs / 12 GB or start being billed.
If anyone else has received different information directly from Oracle support, I'd be interested in seeing it.
